Azerbaijan imposes mandatory certification requirements to a range of products shipped to the country, including:
- cosmetics,
- food products,
- toys,
- textiles,
- mechanical and electrical goods,
- industrial equipment,
- measuring devices,
- telecommunication products.
The primary standard that governs certification of conformity of products in Azerbaijan, AZS 498-2010, outlines the fundamental requirements associated with the structure of the Certification System for similar products within the National Certification System, AZS. It also stipulates the procedures for issuing certificates of conformity.
The Law of the Republic of Azerbaijan “On technical regulation” is being gradually implemented, and certain schemes, e.g., on declaration of conformity, are being finalized and put in use, as the technical regulations proceed in development.
Determining if approval is required
The list of products subject to mandatory approvals in Azerbaijan under the general AZS certification is expected to be finalized in 2023.
The list of telecom equipment subject to national certification in Azerbaijan is regulated by the Decree of the Cabinet of Ministers of the Republic of Azerbaijan Nr 175 dated 21.08.1998.
Depending on the nature of the goods, the exporter may need to comply with one or more certification requirements to export their products to Azerbaijan. The procedure may include a combination of certificates, registrations and other approvals. These include but are not limited to:
- General safety certification,
- Sanitary and hygienic safety certification,
- Telecom and radio certification of conformity,
- Measuring equipment pattern approval.
Obtaining product certification in Azerbaijan
Existing and valid certificates and test reports issued in EAEU, EU, USA, China, India, etc. can be accepted by the duly accredited certification bodies to issue the AZS certificate of Azerbaijan without additional local testing.
Sanitary certification for food products, animal feed, toys, building and construction products, cleaning products, disinfectants, paper and sanitary products, garments, tableware and others may require in-country testing.
The official language of the national certification system is Azerbaijani, so all official documents, including the certificates and test reports, are drawn up in the Azerbaijani language.
Main schemes for the Azerbaijan AZS certification:
1-year certificate — does not require factory inspection.
2-year certificate — requires a factory inspection and an intermediate inspection after the first year.
No local applicant is required for the AZS certificate in Azerbaijan, but may be required for other kinds of approvals, such as a sanitary certificate.
