Effective January 3, 2025, the Republic of Belarus reinstates mandatory energy efficiency certification for specific household electrical appliances, as per Resolution No. 708 by the Council of Ministers dated September 26, 2024.
This measure aims to protect the domestic market from products with unverified characteristics and to prevent consumer deception.
Devices subject to mandatory certification:
- Household refrigeration appliances: refrigerators, freezers, and their combinations
- Electric ovens (including those integrated into kitchen stoves), except portable units and those without adjustable thermostats
- Electric cooktops (including those integrated into kitchen stoves), except portable units
- Washing machines
- Non-directional light bulbs: incandescent, fluorescent, and LED lamps
The energy efficiency certificate of Belarus can be issued directly in the name of the foreign manufacturer, who can then allow their buyers to use the certificate.
To issue a certificate, a production inspection is required. It is permissible to use an existing production condition analysis report issued by an accredited certification body of any EAEU member state if the manufacturer has recently obtained long-term EAC certification.
The testing must be conducted in an accredited testing lab in Belarus. Test reports from foreign laboratories may be accepted if the laboratory was previously verified by the Belarusian certification body, through comparative testing.
This mandatory certification will remain in effect until the Eurasian Economic Union's technical regulation "On requirements for the energy efficiency of energy-consuming devices" (TR EAEU 048/2019) comes into force.
