Product Certification for Russia

Russia is a Member-State of the Eurasian Economic Union, sharing a common approval system of Technical Regulations with other states of the Union —Armenia, Belarus, Kazakhstan and Kyrgyzstan.

The common approval system allows the circulation of products marked by the EAC sign on the territory of the Union.

National approvals in Russia

For products not regulated by the common EAC approval system, national approvals of Russia are mandatory. This includes:

  1. plastic, polymer, metal-plastic pipes and fittings,
  2. water fittings and valves,
  3. radiators, convectors,
  4. air filters,
  5. high-voltage products,
  6. glass,
  7. fertilizers,
  8. insulation materials,
  9. pesticides,
  10. detergents,
  11. enamels, mastics and mortars,
  12. acid, lead, Li-ion, alkaline, NiMH and NiCd batteries,
  13. wallpapers,
  14. dishes made of glass, ceramics and metal,
  15. animal feeds.

Unlike the common EAC approvals, these are only valid in Russia.

GOST R certification in Russia

The current legal basis for the national approval system in the Russian Federation are the following legal acts:

  • Federal Law 184-FZ — Federal Law on technical regulation
  • Decree 1265 — the rules of the national approval system of Russia,
  • Decree 2425 — the lists of products regulated by the national approval system of Russia,

Starting from September, 2022, Decree Nr 2425 establishes the lists of products, requirements and reference standards for the assessment of conformity of products to the national regulations of the Russian Federation — commonly referred to as GOST R approvals.

The GOST R approvals are issued in forms of Certificate of Conformity or Declaration of conformity, different in the applicable procedures.

The validity of the GOST R approvals is 5 years, it requires a localapplicant and local sample testing for most product categories.

Whether or not a product is subject to GOST R approval, and which procedures would apply, depends on the following details:

  1. Product type and designation,
  2. Its functions and characteristics,
  3. HS tariff code.

Temporary certification procedures in Russia in 2023

Following the sanctions imposed onto Russia in 2022, the temporary simplified regulatory procedures have been introduced by Decree 353, including the following rules:

  • It is allowed to import into the territory of the Russian Federation products that are not marked with the EAC or CTP marks of conformity. The marking is still required prior to sales of such products to consumers.
  • The customs clearance procedure will only require the approval number, without providing original certificates or declarations.
  • Until September 1, 2024, it is allowed to replace the certification and declaration of products normally carried out based on sample testing in the accredited testing labs, with temporary declaration of conformity based on the applicant's own evidence in Russian language.  Temporary declarations can only be issued for a batch or a single product for a validity period of 6 months. A regular approval must be obtained within these 6 months.

Certification of telecom equipment in Russia

According to Article 41 of the Federal Law "On Communications" (126-FZ), communication devices in public networks or in special networks connected to public networks are subject to mandatory confirmation of compliance. Without these documents the circulation of such products on the Russian market is prohibited — although the approvals are not required to pass the customs clearance until March 1, 2023.

This affects the majority of electronics with any wireless modules — Wi-Fi, Bluetooth, remote controls, including:

  • telecommunications equipment,
  • computer devices and accessories,
  • household appliances: robotic vacuum cleaners, “smart” lamps and washing machines, and other devices with Wi-Fi or Bluetooth,
  • smartphones, tablets, etc.

Communication devices included in the list under Government Decree 113 of February 4, 2022 (effective from September 1, 2022) are subject to mandatory certification of conformity to be sold in the Russian market. Products not included in the list are subject to declaration of conformity.

FAC certificates of conformity is issued by an accredited certification body. FAC declaration of conformity is registered by a Local Applicant through the Ministry of Digital Development based on his own evidence and evidence obtained with an accredited testing laboratory.

The current rules of mandatory conformity assessment of communication devices in Russia are established by Resolution 1387 of August 5, 2022, will come into force on March 1, 2023, and will be valid for 6 years.

EAC approvals in Russia

Products that have obtained the approvals of the EAEU technical regulations must be marked by the EAC sign before passing the customs clearance. Products marked with the EAC can freely circulate throughout the territory of the EAEU.

The common approval mark of the EAEU technical regulation system is the EAC mark:

There are over 50 active Technical Regulations commonly referred to as CU TR and EAEU TR, or TR CU and TR EAEU.

For products subject to one or several Regulations the assessment of conformity is mandatory. Products that have not passed the established procedures cannot be marked with the EAC sign of conformity, and are not allowed for import on the territory of the EAEU.

Depending on the type of approval, the required procedures to obtain the EAC mark may include:

  1. Customs clearance of the sample,
  2. Sample testing,
  3. Use of existing proof,
  4. Factory inspection,
  5. Development, audit and translation of technical documentation,
  6. Periodic inspections.

In certain cases, EAC declarations can be obtained based on the factory test reports and other existing evidence of the manufacturer. To be accepted, these documents need to demonstrate conformity to the requirements of the regulations, and to be translated into Russian, or to the state language of the country which runs the registration.

The maximum validity period is determined in each Regulation and may vary from 3 to 5 years.
