Decree 2425: updated national approval procedures in Russia

Government Decree of the Russian Federation Nr 2425 dated 23.12.2021 has fully come into force, including the parts becoming mandatory starting from September 2023.

The Decree establishes the requirements and procedures of assessment of conformity of the products to the national regulations of the Russian Federation, commonly referred to as GOST R approvals.

Main features

1. New products are added to the lists of the regulated products.
2. All approvals must be based on the sample testing at the local accredited testing labs included in the National register of accredited entities.
3. Starting from 01.09.2022, registration of approvals according to Decree 982 is not allowed.

Transitional period

1. Approvals registered until 01.09.2022 will remain valid until their expiration period or until 01.09.2025, whichever comes first.
2. For products that are newly included into the list of regulated products, the approvals are mandatory starting from 01.09.2023.

The samples for testing need to be officially imported in advance, or selected from the previously imported shipments, including shipments imported under the simplified declarations of conformity introduced by Decree 353.
